Prohibits Supplemental Nutrition Assistance Program (SNAP) recipients from using benefits to purchase candy or soft drinks

Defines "candy" as preparations of sugar, honey, or sweeteners combined with chocolate, fruits, nuts, or other ingredients in bar, drop, or piece form

Defines "soft drink" as nonalcoholic sweetened beverages, excluding beverages containing milk/milk products, soy/rice milk substitutes, or more than 50% vegetable or fruit juice by volume

Requires the Health and Human Services Commission to seek a federal waiver to implement these restrictions, and if denied, to reapply annually until approved

Takes effect immediately with two-thirds legislative vote, otherwise September 1, 2025
