Amends Section 552.108 of the Government Code to expand exceptions to disclosure rules under the Texas Public Information Act for information held by law enforcement agencies and prosecutors

Allows release of otherwise protected information, records, or notations when a person described or depicted in the materials (other than a peace officer) is deceased or incapacitated

Permits disclosure when each living, non-incapacitated person described or depicted in the information (excluding peace officers) consents to the release

Applies only to public information requests received on or after September 1, 2025; requests received before that date remain governed by prior law

Redesignates existing subsection (d) as subsection (c-1) and extends the disclosure exceptions to cover both subsections (a)(2) and (b)(2) of the statute
