Prohibits the State Bar of Texas from adopting rules, policies, or penalties that limit an applicant's or attorney's ability to obtain, maintain, or renew a law license based on sincerely held religious beliefs

Bars the State Bar from burdening attorneys' or applicants' free exercise of religion, freedom of speech (including speech on religious beliefs, political ideology, or societal views), membership in religious organizations, freedom of association, or freedom of assembly

Provides exceptions allowing restrictions that are essential to a compelling governmental purpose and narrowly tailored, or that address willful expressions of bias or prejudice in adjudicatory proceedings

Allows affected individuals to assert violations as a defense in administrative hearings or seek declaratory judgment in court, except as a defense to sexual misconduct allegations or criminal prosecution

Authorizes individuals to bring civil actions for injunctive relief against violations, with immediate effect upon two-thirds legislative vote or September 1, 2025
