Defines "catfish" as only species from the scientific family Ictaluridae, explicitly excluding Pangasius (Swai fish), Clariidae, and Siluridae species from being labeled or sold as catfish

Prohibits food service establishments from representing fish products as "catfish" unless they contain actual catfish and no similar substitute fish

Requires establishments selling fish similar to catfish to conspicuously identify the actual type of fish on menus and menu boards

Establishes tiered administrative and civil penalties based on establishment size: up to $250 for businesses with under $50,000 in annual food sales, up to $500 for $50,000-$145,000 in sales, and up to $750 for $145,000 or more in sales

Each day of continued violation constitutes a separate offense; enforcement authority granted to the state health department, public health districts, counties, and local attorneys
