Prohibits private entities from exercising eminent domain power for the purpose of developing or operating high-speed rail projects in Texas

Restricts private entities that acquire real property for high-speed rail projects from using that property for any purpose other than the high-speed rail project

Grants original property owners (and their heirs, successors, and assigns) the right to repurchase property at the original sale price if the high-speed rail project is canceled, the property is not used within 10 years of acquisition, or the property becomes unnecessary for the project

Allows private entities to waive the use restriction and repurchase rights if they provide written notice before acquisition that the property may be used for other purposes, and the seller acknowledges this in writing

Prohibits interurban electric railway companies from exercising eminent domain power, with provisions applying to property acquired on or after September 1, 2025
