Authorizes the commissioner of state health services (or chief medical executive if the commissioner is not a physician) to issue a statewide standing order prescribing medication for respiratory distress to school districts, open-enrollment charter schools, and private schools

Allows respiratory distress medication to be administered without a patient-specific prescription or previously established physician-patient relationship under the standing order

Permits school district boards, charter school governing bodies, and private schools to contract with vendors to provide respiratory distress medication and related equipment

Authorizes contracted vendors to provide training to school personnel and volunteers who are authorized to administer respiratory distress medication

Takes effect immediately upon two-thirds vote of both legislative chambers, otherwise takes effect September 1, 2025
