Mandates installation of electronic temperature gauges in 19 specified facility areas including hospitals, housing units, kitchens, medical areas, visiting areas, correctional officer stations, and recreational spaces

TDCJ must maintain hourly electronic temperature logs and publish them quarterly on the department's public website

Requires annual reports to the governor, lieutenant governor, speaker, and relevant legislative committees by December 1 each year detailing air conditioning failures, temperature violations, and corrective actions taken

Full compliance with temperature requirements is required by September 1, 2026, with a progress report due by that date and the first annual air conditioning report due December 1, 2027
