Expands eligibility to include students accepted into the Texas State Guard officer commissioning program, in addition to ROTC and other officer commissioning programs like the Marine Corps Platoon Leaders Class

Changes scholarship appointments from discretionary ("may") to mandatory ("shall") for the governor, lieutenant governor, state senators, and state representatives, with a September 30 deadline and backup appointment authority if legislators fail to act

Modifies the scholarship duration limit from 150 credit hours or baccalaureate degree to a maximum of four academic years

Requires the Texas Higher Education Coordinating Board to designate a scholarship coordinator to serve as a liaison for recipients and coordinate with financial aid offices and military personnel
