Establishes a rural ambulance service grant program administered by the Texas Comptroller to provide financial assistance for ground ambulance services in counties with populations of 68,750 or less

Counties with populations under 10,000 may receive up to $500,000; counties with populations between 10,000 and 68,750 may receive up to $350,000 per fiscal year

Grant funds may only be used to purchase ambulances, including necessary accessories and modifications, and counties must take possession of purchased ambulances within 5 years of receiving funds

Grant awards consider the county's financial need based on average per capita taxable property value, per capita income, and unemployment rate

Counties may begin applying for grants on January 1, 2026, and the Comptroller must establish the program and adopt implementing rules by that date; the Act takes effect September 1, 2025
