Requires debt collectors to include a written notice with all written communications to consumers summarizing their rights under the federal Fair Debt Collection Practices Act and Texas Finance Code Chapter 392

Mandates disclosure of consumers' rights to request debt validation, request that the collector cease communication, and information about restrictions on when/how collectors can contact consumers

Requires debt collectors to disclose whether the creditor is willing to enter a settlement agreement that includes removing negative information from the consumer's credit report

Requires electronic debt collection communications to include a link to the Texas Attorney General's website page about consumers' debt collection rights

Authorizes the Attorney General to make a compliant disclosure notice available on their website for debt collectors to download and use; effective September 1, 2025
