Increases the minimum safe distance for work, activities, or functions performed near high voltage overhead lines from 6 feet to 10 feet, applying to persons, tools, equipment, structures, and materials

Expands the definition of "overhead line" to include overhead energized equipment supporting electricity transmission or distribution, not just electrical conductors

Broadens who is considered "responsible" for work near power lines to include those who perform the work, those who employ or hire workers (including contractors/subcontractors), and employees, agents, or independent contractors involved in the activity

Creates joint and several liability for all responsible persons when a chapter violation results in contact with a high voltage line, making them liable for damages to facilities and barring them from recovering tort damages from the line owner/operator

Allows interlocutory appeals from court orders granting or denying motions for summary judgment or dismissal based on the high voltage overhead line safety provisions
