Texas Department of Criminal Justice (TDCJ) must contract through competitive bidding to purchase and install climate control systems at facilities that cannot maintain temperatures between 65°F and 85°F

Required temperature-controlled areas include housing/dormitories, hospitals, medical areas, visiting areas, kitchens, dining areas, laundry, recreational areas, correctional officer stations, educational areas, chapels, and libraries

Installation must occur in three phases at approximately one-third of facilities each, with costs capped at $100 million per phase: Phase 1 by December 31, 2028; Phase 2 by December 31, 2030; Phase 3 by December 31, 2032

Implementation is contingent on the legislature allocating federal funds or specifically appropriating state funds for this purpose; TDCJ cannot use existing state funds without legislative authorization

The Act expires January 1, 2035, and takes effect immediately with a two-thirds vote or September 1, 2025
