Expands toll discount programs beyond veterans to include electronic toll collection customers who are 65 years of age or older

Requires toll project entities that establish discount programs to create a process for regularly updating customer information to ensure eligible customers receive free or discounted toll access

Maintains existing eligibility for vehicles registered under veteran-related license plate provisions (Section 504.202 or 504.315(f) or (g))

Removes "Veteran" from the section heading, renaming it simply "Discount Program" to reflect the broader eligibility

Takes effect September 1, 2025
