TX HB3009

Expands the Department of Public Safety's violent offender database to include individuals who are unlawfully present in the United States and have been convicted on two or more occasions of offenses involving intentional or knowing use, attempted use, or threatened use of force or deadly force against any person under state, federal, or tribal law

Requires the database to include the last known location of individuals who are unlawfully present and meet the violent offense criteria

Maintains existing database requirements for repeat offenders convicted of assault, sexual assault, aggravated assault, aggravated sexual assault, continuous violence against the family, or stalking involving family violence

Requires DPS to populate the database with qualifying offenders by January 1, 2026, including those whose offenses occurred before the bill's effective date

Takes effect immediately upon receiving a two-thirds vote in both legislative chambers, otherwise takes effect September 1, 2025
