Establishes the Rural Infrastructure Disaster Recovery Program administered by the Texas Division of Emergency Management to provide grants to rural communities in governor-declared disaster areas for rebuilding and repairing critical infrastructure

Defines critical infrastructure as roads, public schools, hospitals/health care facilities, water and wastewater treatment facilities, pump stations, utility-scale water/wastewater storage and transmission facilities, and airport facilities

Limits eligibility to counties with population under 100,000, gross domestic product under $2 billion, poverty rate above 15%, and disaster damages exceeding 10% of prior year's state and local sales tax collections in the county

Creates the Rural Infrastructure Disaster Recovery Account in the general revenue fund to be funded by legislative appropriations, gifts/grants, and interest earnings, with funds restricted to grants and administrative expenses

Requires applicants to document that projects do not qualify for Federal Emergency Management Agency (FEMA) funding; effective September 1, 2025
