Requires certain metropolitan rapid transit authorities and related local government corporations to obtain governor's approval before applying for or receiving federal funds, including capital investment grants, for light rail transit system construction or operation

Applies specifically to transit authorities confirmed before July 1, 1985, where the principal municipality had a population under 850,000 at the time of creation (criteria that would include Austin's Capital Metro)

Mandates the governor consider whether the principal municipality has adequately addressed homelessness-related public health and safety issues, including preventing camping near transit stops, stations, and rights-of-way

Requires the governor to evaluate whether the municipality has enforced voter-approved restrictions on camping, sitting, or lying in public spaces to protect transit user safety

Authorizes the governor to request an attorney general opinion on whether the municipality is properly enforcing voter-approved camping restrictions before granting approval
