Requires the Commissioner of State Health Services (or chief medical executive if the commissioner is not a physician) to issue statewide standing orders prescribing epinephrine auto-injectors and medication for respiratory distress to school districts, open-enrollment charter schools, and private schools

Mandates the same state health official to issue statewide standing orders prescribing opioid antagonists (such as naloxone) to public and private schools

Standing orders are not required to be patient-specific, allowing schools to administer these emergency medications to anyone experiencing anaphylaxis, respiratory distress, or opioid overdose without a pre-existing physician-patient relationship

Applies to school districts, open-enrollment charter schools, and private schools across Texas

Takes effect immediately if passed by two-thirds vote of both chambers; otherwise takes effect September 1, 2025
