Creates a student loan repayment assistance program administered by the Texas Higher Education Coordinating Board for eligible state employees, including those working for state agencies, state courts (Supreme Court, Court of Criminal Appeals, courts of appeals, Texas Judicial Council), and legislative bodies/agencies

Requires applicants to have income at or below 80% of the statewide median family income (adjusted for family size per HUD standards) and at least five years of current state employment to qualify

Limits loan repayment assistance to a maximum of five years per employee and excludes loans that are in default at the time of application

Covers student loans from any lender for education at accredited institutions of higher education, including Texas public, private, and out-of-state institutions

Caps administrative costs at 3% of appropriated funds, and makes the program contingent on legislative appropriations specifically for this purpose, with effective date of September 1, 2025
