Texas Higher Education Coordinating Board must conduct a feasibility study on establishing clinical sites for nursing students at correctional facilities, state juvenile facilities, hospitals, and federally qualified health centers

Study requires collaboration with the Health and Human Services Commission, Texas Board of Nursing, Texas Department of Criminal Justice, and Texas Juvenile Justice Department

Written report with study results and recommendations for legislative or other action must be submitted to the governor, lieutenant governor, speaker of the house, and relevant standing committees by December 1, 2026

The study provision expires September 1, 2027

Act takes effect immediately with two-thirds vote of both chambers, otherwise September 1, 2025
