Allows individuals applying for or renewing a driver's license, commercial driver's license, or personal identification certificate to make voluntary contributions of $3 or more to support nonprofit organizations that assist Department of Public Safety employees

Creates a grant program administered by the Department of Public Safety to fund nonprofits that provide support to DPS employees and family members of employees killed or injured in the line of duty

Establishes a dedicated account in the general revenue fund called the "nonprofit organizations supporting employees of the Department of Public Safety account" to hold contributions, which are subject to comptroller audit

Grant funds may be used for assistance to DPS employees and their families, as well as memorial signs for employees killed in the line of duty

Requires the department to include contribution options on the first page of license applications and on its website, with contributions sent to the comptroller by the 14th of each month; takes effect September 1, 2025, applying to applications submitted on or after January 1, 2026
