Requires the Texas Department of Public Safety to add a "VALID FOR VOTING ONLY WITH VERIFICATION OF ELIGIBILITY" designator on the back of driver's licenses, commercial driver's licenses, and personal identification certificates issued to applicants who do not provide proof of U.S. citizenship

Voters presenting an ID with this limited validity designator can only vote if they also present separate proof of U.S. citizenship at the polling location

Voters with the designator who cannot provide citizenship proof may cast a provisional ballot and have until the sixth day after the election to present citizenship documentation to the voter registrar

Election officers must inform affected voters of their right to cast a provisional ballot and provide written information detailing identification requirements, procedures, and locations for presenting documentation

Applies only to IDs issued or renewed on or after the effective date of March 1, 2026; existing IDs remain governed by prior law
