Expands who may request a public hearing from the Texas Commission on Environmental Quality (TCEQ) regarding concrete plant construction permits to include representatives of schools, places of worship, licensed day-care centers, hospitals, and medical facilities located within 440 yards of the proposed plant

Removes the requirement that only persons "actually residing in a permanent residence" within 440 yards can request a hearing, now allowing any person residing within that distance to request one

Requires TCEQ to adopt rules establishing who qualifies as a representative of the specified institutions (schools, places of worship, day-care centers, hospitals, medical facilities)

Applies only to permit applications submitted on or after the effective date of the TCEQ rules; applications submitted before that date remain governed by prior law

Takes effect immediately with a two-thirds vote of both legislative chambers, otherwise takes effect September 1, 2025
