Requires classroom teachers, full-time librarians, full-time school counselors, and full-time school nurses to receive a $400 monthly salary increase for the 2025-2026 school year above what they would have earned under the previous year's salary schedule

Guarantees these professional employees cannot have their salary reduced below their 2025-2026 level as long as they remain employed by the same district

Provides school districts with state aid equal to $4,000 multiplied by the number of classroom teachers, full-time librarians, full-time school counselors, and full-time school nurses employed, including districts otherwise ineligible for state aid

Appropriates $1 billion from the economic stabilization fund (rainy day fund) for one-time retention bonuses to district support staff, excluding administrators and employees covered by the minimum salary schedule

Requires a two-thirds vote in each legislative chamber to access the economic stabilization fund appropriation, with the bill taking effect September 1, 2025
