Requires school districts to use at least 30% of increased Foundation School Program funding to provide compensation increases to full-time employees other than administrators when the basic allotment increases from the prior year

Mandates that 75% of the compensation increase funds go to classroom teachers, full-time librarians, certified full-time school counselors, and full-time school nurses, with priority given to teachers with more than five years of experience

Allows districts to use the remaining 25% of funds for compensation increases to full-time and part-time employees not covered by the 75% requirement (expanding eligibility to include part-time workers)

Requires that the 25% discretionary portion must provide actual salary or hourly wage increases to each eligible full-time and part-time employee compared to the preceding school year

Takes effect September 1, 2025
