Public institutions of higher education in Texas would be prohibited from admitting F-1 or J-1 visa holders (international students and exchange visitors) in numbers exceeding 5% of the institution's enrollment capacity for entering students each academic year

The 5% cap applies collectively to undergraduate, graduate, and professional programs at each institution

The limitation would take effect for admissions beginning with the 2026-2027 academic year

The bill adds Section 51.812 to the Education Code, overriding other provisions in existing admissions subchapters
