Creates a new criminal offense making it illegal for anyone under 21 years of age to knowingly purchase or possess a firearm, classified as a Class A misdemeanor

Prohibits selling, renting, leasing, loaning, or giving a firearm to any person younger than 21 years of age (raising the current threshold from 18 for firearms other than handguns)

Elevates the offense of transferring a handgun to a person under 21 to a state jail felony, while transfers of other firearms to those under 21 remain a Class A misdemeanor

Removes the affirmative defense of parental consent for firearm transfers to minors, though parental consent remains a defense for transfers of clubs or location-restricted knives to those under 18

Takes effect September 1, 2025, and applies only to offenses committed on or after that date
