Increases criminal punishment to the next higher offense category when a person commits certain crimes while disguised or masked to conceal their identity and while congregating with other disguised or masked individuals

Applies to offenses under Title 5 (offenses against the person), Chapters 28-30 (arson/criminal mischief, robbery, burglary/criminal trespass), and disorderly conduct/riot offenses (Sections 42.01-42.02)

Sets a minimum 180-day confinement for Class A misdemeanors committed while masked; first-degree felonies are excluded from the enhancement

Provides a defense exception for wearing masks for Halloween, masquerade balls, or similar celebrations if proven by the defendant

Takes effect September 1, 2025, and applies only to offenses committed on or after that date
