Public institutions of higher education in Texas must provide research-based instruction on fentanyl prevention and drug poisoning awareness to entering undergraduate students during their first semester or term

Required instruction topics include suicide prevention, fentanyl abuse and addiction prevention, awareness of local institution and community resources, and health education on substance use and abuse among young adults

Instruction may be delivered online and provided by various entities including higher education institutions, libraries, community service organizations, religious organizations, local public health agencies, or mental health organizations

Requirements apply beginning with undergraduate students initially enrolling for the Fall 2026 semester

Passed the House on May 10, 2025 (100-29) and the Senate on May 25, 2025 (30-1); takes effect immediately with two-thirds vote or September 1, 2025
