Requires municipal police departments and sheriff's departments to destroy all firearms received through buyback programs, either by completely melting, shredding, or crushing all components, or by cutting the receiver and similar-sized parts in at least three critical locations

Allows agencies to sell buyback firearms instead of destroying them only if a federally licensed firearms dealer conducts a national instant criminal background check and verifies the buyer may lawfully possess a firearm

Authorizes the Texas Commission on Law Enforcement to initiate disciplinary proceedings against a police chief or sheriff who intentionally fails to destroy firearms as required by the law

Takes effect September 1, 2025
