Adds the Classic Learning Test (CLT) as an accepted standardized assessment for undergraduate admissions at Texas general academic teaching institutions, alongside the existing ACT and SAT options

Sets the minimum qualifying CLT score at 71 out of 120 (or equivalent) for students seeking admission under either the top 10% automatic admission rule or general application pathways

Maintains existing score requirements: SAT score of at least 1,500 out of 2,400 (or equivalent) and ACT College Readiness Benchmarks as alternative qualifying assessments

Applies to admissions beginning with the Fall 2026 semester at Texas public universities

Takes effect immediately upon two-thirds vote of both legislative chambers, or September 1, 2025 otherwise
