Requires the Public Utility Commission of Texas to establish supplemental multi-decade transmission planning criteria for granting certificates for ERCOT transmission projects that are not necessary to meet state or federal reliability standards

Mandates that the planning criteria evaluate potential customer savings using methods such as discount rates, hurdle rates, cost averaging over multiple years, or scenario planning

Allows the commission to use evaluations conducted by ERCOT when deciding whether to grant a certificate for transmission projects

Requires the commission to include findings on the multi-decade planning criteria with any certificate decision subject to these new requirements

Public Utility Commission must adopt implementing rules by September 1, 2026, with the law applying to certificate proceedings that commence on or after that date; the Act takes effect September 1, 2025
