Expands Medicaid eligibility to women of reproductive age (19-49 years old) with household incomes at or below 133% of the federal poverty level

Requires applicants to apply for assistance and limits coverage to cases where federal matching funds are available

Directs the Health and Human Services Commission executive commissioner to adopt rules for implementation and notify appropriate federal agencies of the expanded eligibility

Allows state agencies to request federal waivers or authorizations if needed before implementing the expansion, with authority to delay implementation until approval is granted

Takes effect September 1, 2025, with eligibility determinations and recertifications made on or after implementation date
