Amends the Texas Emissions Reduction Plan (TERP) to add a third priority goal for emissions reduction programs administered by the commission

Establishes reduction of emissions from marine vessels operated by pilots engaged in pilot services as a new priority under the plan

References Section 61.002 of the Transportation Code for definitions of "pilots" and "pilot services" related to the marine vessel program

Maintains existing priority goals for reducing nitrogen oxide and particulate matter emissions from seaport-related vehicles/equipment and oil and gas production operations

Takes effect September 1, 2025
