Requires disposal well permit holders to submit daily reports to the Railroad Commission of Texas on the amount of produced water injected and surface injection pressure data

Imposes a fee of one cent per barrel for oil and gas waste injected into a disposal well if the waste originates within the same Railroad Commission district as the well

Imposes a fee of ten cents per barrel for oil and gas waste injected into a disposal well if the waste originates from outside the district where the well is located

Creates the Injection and Abandoned Wells Cleanup Fund as an account in the state's general revenue fund to receive the collected fees

Restricts fund usage to research projects on produced water reuse and treatment, as well as surface remediation and plugging of abandoned wells
