Requires the Texas Education Agency (TEA) to approve high impact tutoring providers for accelerated and supplemental instruction based on criteria including personalized instruction, frequency of sessions, tutor qualifications, small group sizes (no more than 4 students per tutor), and use of data-driven, research-based practices

Mandates that school districts use outcomes-based contracts when hiring TEA-approved high impact tutoring providers, with a significant portion of payment contingent on achieving specific, measurable student outcomes

Directs TEA to develop and publish a contract template on its website that minimizes financial risk for districts, aligns incentives between districts and providers, and establishes shared accountability frameworks

Contract requirements apply only to agreements entered into on or after the effective date

Takes effect September 1, 2025
