Defines personal attendants as employees or subcontractors who directly provide attendant care services to eligible individuals, including bathing, dressing, grooming, feeding, mobility assistance, light housekeeping, meal preparation, and medication assistance

Applies to services under various Medicaid programs including Section 1115 demonstration waivers, Section 1915(b), (c), and (k) waivers, and programs authorized under Title XX of the Social Security Act

Minimum wage requirement takes effect beginning with the 2026 calendar year, with the overall Act effective September 1, 2025

Allows state agencies to delay implementation if federal waivers or authorizations are needed, requiring the agency to request such approval before proceeding
