Requires the Texas Workforce Commission (TWC), in consultation with the Texas Higher Education Coordinating Board, to establish and administer a geothermal energy workforce education and training initiative

Directs TWC to develop customized curriculum requirements for degree, certificate, and credential programs in partnership with universities, community colleges, technical institutes, career schools, and geothermal industry employers

Mandates TWC to identify opportunities to use existing workforce development funding to provide financial assistance for geothermal energy training programs

Requires TWC to promote partnerships between higher education institutions and geothermal energy employers to create apprenticeship and employment opportunities for students and graduates

Requires an annual report to relevant legislative committees by September 1 summarizing initiative activities and any recommendations for legislative action, with the act taking effect September 1, 2025
