Changes the deadline for Medicaid managed care organizations to issue prior authorization determinations from three business days to three calendar days after receiving a request

Amends workers' compensation health care network preauthorization response requirements from the third working day to the third calendar day after receiving a request

Creates new Section 4201.3045 in the Insurance Code requiring utilization review agents to respond to preauthorization requests within three calendar days or the timeframe required by other applicable law, whichever is earlier

Allows state agencies to delay implementation if federal waiver or authorization is needed

New requirements apply to contracts entered into or renewed on or after September 1, 2025, with health insurance policies subject to the new rules starting January 1, 2026
