Mandates tracking of embryo disposition including: number created, negligently destroyed, perished naturally, discarded intentionally (with specified reasons such as genetic concerns, undesired sex, or being unwanted), donated for adoption, or donated for research

Requires reporting on cryopreservation statistics including embryos frozen each year and total embryos in storage, as well as fresh versus frozen transfer rates

Obligates the department to compile statewide data and publish an annual public report by December 31 each year, including success rates broken down by age and procedure type

Authorizes administrative penalties including fines for providers who fail to comply with reporting requirements, with the law taking effect September 1, 2025
