Expands state preemption of local firearms regulations to include archery equipment (long bows, recurved bows, compound bows, crossbows, arrows, and accessories), prohibiting municipalities and counties from regulating the transfer, possession, carrying, storage, transportation, licensing, registration, or commerce of such equipment

Prohibits local governments from requiring liability insurance for owners of archery equipment, matching existing prohibitions for firearms

Reduces the minimum lot size threshold for county regulation of bow and arrow hunting in subdivisions from 10 acres to 7 acres

Removes municipal authority to regulate firearms under fire prevention ordinances, while maintaining authority over fireworks and combustible materials storage

Exempts persons licensed to carry a handgun from municipal regulations on carrying firearms, air guns, or archery equipment at public parks, government meetings, political events, and non-firearms-related athletic events
