Establishes a 12-month eligibility period for individuals whose Supplemental Nutrition Assistance Program (SNAP) benefits have been initially established or recertified

Allows the commission to adjust the eligibility period to align SNAP recertification with the redetermination of a child's Medicaid eligibility in the same household

Exempts from the 12-month eligibility period individuals who expect a change in circumstances within 6 months that would make them ineligible

Exempts households where all members are age 60 or older or have a disability with no earned income from the 12-month certification requirement

Exempts households containing at least one able-bodied adult aged 18-49 without dependents from the 12-month certification requirement

Takes effect September 1, 2025, and applies to eligibility determinations made on or after that date; implementation may be delayed if federal waiver is required
