Amends section headings in the Agriculture Code, Human Resources Code, and Labor Code to change "Cooperation with" to "Hearings Conducted by" the State Office of Administrative Hearings (SOAH)

Clarifies that when SOAH conducts contested case hearings for the Department of Family and Protective Services, the administrative law judge enters the final decision after the hearing

Removes Section 402.072 from the list of Labor Code hearings where administrative law judges propose decisions to the commissioner, while retaining this process for Sections 407.046, 408.023, and 415.034

Updates Transportation Code provisions so continuance requests for license suspension hearings must be received by SOAH directly, rather than through a memorandum of understanding process

Repeals various statutory provisions across multiple codes related to interagency cooperation agreements and memoranda of understanding with SOAH, effective September 1, 2025
