Requires school district budget summaries to include the anticipated amount of state funding under Chapters 46, 48, and 49 of the Education Code (relating to facilities funding, foundation school program, and state wealth equalization)

Mandates budget summaries disclose the amount in district fund balances along with an explanation of those balances

Creates a new annual reporting requirement for school districts to report to the Texas Education Agency the percentage of contract spending that went toward contracts contributing to student outcomes

Authorizes the commissioner of education to adopt rules defining which contracts "contribute to student outcomes" and to implement the new reporting requirements

Takes effect September 1, 2025
