Reduces the cap on automatic admission students from 75% to 50% of an institution's enrollment capacity designated for first-time resident undergraduate students, beginning with the 2029-2030 academic year

Expands the automatic admission cap provision from applying only to The University of Texas at Austin to all general academic teaching institutions in Texas

Requires institutions to notify school districts by September 15 when automatic admission applications exceed the 50% capacity threshold, so junior-level students and parents can be informed of anticipated admission cutoffs

Mandates institutions using the capped admission process to submit annual reports by December 31 to the governor, lieutenant governor, and speaker of the house on geographic diversity, outreach efforts, and recruitment of underrepresented populations

Applicants qualifying for automatic admission who exceed the 50% cap will be considered in the same manner as other applicants under standard admission criteria
