Requires residential treatment facilities, group homes, juvenile detention facilities, and county/municipal homeless shelters to conduct state criminal history reviews and employment verification for all employees, volunteers, and independent contractors who may have direct contact with children

Mandates facilities obtain ongoing electronic updates from the Department of Public Safety on arrests and convictions for current employees, volunteers, and independent contractors in child-contact positions

Prohibits facilities from hiring or continuing to employ anyone convicted of continuous sexual abuse of a child, sexual assault, aggravated sexual assault, or prohibited sexual conduct involving a child (Penal Code Sections 21.02, 22.011, 22.021, or 25.02)

Bans separation agreements from including provisions that prevent disclosure of physical or sexual abuse conduct to prospective employers

Requires mandatory training for all child-contact personnel on recognizing signs of abuse, reporting requirements, facility abuse policies, and maintaining appropriate professional relationships with children; effective September 1, 2025
