Requires landlords who lease five or more dwellings to provide rental applicants with a complete list of all fees, including dollar amounts, at the time of application

Mandates disclosure of upfront fees such as application fees, application deposits, processing fees, utility connection fees, hold fees, and administrative fees

Requires disclosure of fixed recurring lease fees including pest control, facilities, trash collection, and insurance fees, as well as optional service fees for cable/technology packages, pets, parking, and payment types

Applicants are not obligated to pay any fees that were not properly disclosed as required by the law

Landlords who violate the disclosure requirements are liable to the applicant for an amount equal to any undisclosed fee that was charged and collected; effective September 1, 2025
