Establishes new nonrefundable application fees for oil and gas waste disposal permits: $500 for landfarm, landtreatment, or land application permits and amendments; $2,000 for commercial oil and gas waste separation facility permits ($1,000 for amendments); and $3,000 for commercial surface oil and gas waste disposal facility permits ($1,000 for amendments)

Maintains the existing $200 nonrefundable fee for fluid injection well permit applications

Defines key terms including "commercial oil and gas waste separation facility" (manages but does not dispose of waste on site), "commercial surface oil and gas waste disposal facility" (disposes of waste on site), and various permit types such as landfarm, landtreatment, and land application permits

Applies only to permit applications filed with the Railroad Commission of Texas on or after the effective date; applications filed before that date remain subject to prior law

Takes effect September 1, 2025
