Classifies violations as a second-degree felony

Provides affirmative defenses for licensed service technicians, Texas Department of Licensing and Regulation employees, and law enforcement officers acting in their official duties

Adds the new offense to the list of predicate crimes under Texas's organized criminal activity statute (Section 71.02), allowing enhanced prosecution when committed as part of gang activity or criminal combinations
