Allows voters eligible for early voting by mail due to disability or physical condition to receive and cast ballots using an electronic accessible absentee mail system approved by the Secretary of State

Requires the accessible absentee ballot system to preserve ballot secrecy, authenticate voters prior to ballot delivery, operate safely and accurately, and include security measures to prevent fraud or unauthorized manipulation

Mandates that the system block political advertising during ballot marking, print ballots with unique serial numbers, prevent storage of ballot images on voter devices, and prohibit transmission of voted ballot images via the Internet

Requires voters to swear they have a sickness or physical condition preventing them from appearing at the polling place, then print, seal in official envelopes, and sign the carrier envelope certificate after voting

Directs the Secretary of State to adopt standards, certification processes, and procedures for implementation, with the act taking effect September 1, 2025
