Amends Section 574.001(b) of the Health and Safety Code to modify where applications for court-ordered mental health services can be filed

Changes filing option from the county where the proposed patient "is found" to the county where the patient "is located at the time the application is filed"

Adds a new filing option allowing applications to be submitted in the county where the proposed patient was apprehended under Chapter 573 (emergency detention)

Retains existing options to file in the county where the patient resides or is currently receiving court-ordered mental health services

Applies only to applications submitted on or after September 1, 2025
